Our Public Policy Implementation

Public policy implementation is an organic segment of policy process. Also it's an organically activity process and a process of interest choosing. It consists of a series of activities. Public policy implementation is the key of achieving policy objects, and the results of public policy implementation are the rudimental bases of policy checking, policy correcting and policy consummating. The effects of public policy implementation depend on whether the system of public policy implementation is scientific, whether the process of public policy implementation is reasonable, whether the evaluation mechanism of public policy implementation is perfect. Begins with the quality of public policy implementation, this thesis use the theories of western public policy implementation for reference, wholly and synoptically analyzes the current problems, their causes and social compromises, and then structures Chinese Characteristic public policy implementation model, all which look forward to contributing something to the theoretical research on Chinese public policy and the advance in the validity of public policy implementation.There are two points of innovations in this thesis: First, it wholly generalizes the current problems in the public policy implementation fields, and synoptically analyzes their causes, social compromises. Second, begins with Chinese circumstances, the thesis use the theories of western public policy implementation for reference, and then structures Chinese Characteristic public policy implementation model.The thesis is organized as three parts:The First Part: General Analysis of Public Policy Implementation. Discourse upon the quality of public policy implementation in detail; generalizes the status and functions of public policy implementation; presents and analyzes several kinds of the contemporary western public policy implementation theories which includes Public Choice Theory, Flexible Government Model, Reinventing Government Theory, Market Model Theory, Consign Deputy Theory, Performance Evaluation Theory, Deal Cost Theory, etc.The Second Part: Analysis of the Problems on Chinese Public Policy Implementation. Generalizes and analyzes the current problems on the system, process, evaluation of public policy implementation. Because of the influences of historical and practical factors, there are many problems on our public policy implementation system.Generally speaking, the system is unsound and incomplete, and its operating can't adapt the demands of socialism market economy development. In detail, there are: simplification of the body in public policy implementation, disconnection between policymaking and policy implementation, the confusions of the public policy implementation, etc. In feet, the implementation of public policy is the exertion course of it, which is very important in public policy activity. There are many problems on the Chinese public policy implementation during the interim, and some of them are even common.
