An investigation was made on TCM industry (including agriculture industry and commerce) and the current status quo of its basic research, normal standard, intellectual property right, information technology and state policy. It analyses the problem existed and proposes a relevant strategy as well. The strategy is as follows.Powerful TCM enterprise groups act as the main body. Combine the government, industry, university, institute and funds. Introduce new high technology, set up and improve new system of TCM industrialization. Building standard and large-scale production bases of high-quality medicinal materials. Establish a center to protect herbal plants and monitor the herbal cultivation environment. The state should carry out licensee system to manage the purchase, management and export of the wild animal and herbal medicinal materials. Make industry adjustment and enterprise realignment with production and fund as the link. Produce a group of new patent medicine with high technology and high additional value. Gradually develop the TCM industry into powerful international competitive industry. And make the large-scale TCM transnational enterprise groups with high technology and owe intellectual property right act as mainstay.The state should support the basic research even more. Set up as soon as possible TCM export quality standard admitted by international community. Establish as soon as possible international TCM quality testing center. Consider the intellectual property right which related to TCM. Set up organization to protect intellectual property right in TCM.Develop the information and make the information resources be shared. Speed the training of high level and compound talent.The government should establish a good macro environment for the development of TCM industry. We should change the current situation that several government department manage the TCM industry. The government should centralize the investment so as to raise the management efficiency. Make good use of the natural medical material in West China. We should concert on our country's strategy of developing the West and bring about a great advance of the West China's TCM industry.
