Bringing forward the concept of "planned science" for the first time,this paper will review the carrying out of it in Soviet Union from 1922 to 1932 and discuss the cultural cause of the resistance to it from the scientists there. It implies that apart from the apparent culture of autocracy as political system Russia was holding a hidden culture of anti-autocracy as academic thought,including ethical anarchism,national cosmopolitism and organic individualism,developed from the core idea of intercommunity,which composed a strong spiritual power supporting the Soviet scientists to resist the planned science. Through the above analysis the paper will finally arrive at following inspirations and conclusions:firstly,complete planning in science will destroy the development of it. We should plan science in some degree and extend inthree different dimensionalities------of polity,of economy and of ethic. And the degree ofplanning in economic dimensionality can be obtained by the equilibrium of freedom and fund. Secondly,Democracy may influence the development of science by harming the unsocial character of science,while in some undemocratic nations a certain kind of culture not belonging to the system of democratic culture may also have the function of supporting science.
