Since the implementation of reform and open policy, Chinese government takes many measures and gives judicious guidance according to circumstances in the polices towards Soviet Union and Russia to normalize the relation between China and Soviet Union and to transit into relationship between China and Russia stably. After this, both of the nations have a stable development and form a new kind of model of national relation adapted to the both countries, which lay the solid foundation for the improvement of the relation between the both countries.In the later middle period of 1980s, Deng Xiaoping, the Chinese chief architect of relational normalization between China and Soviet Union, plays a significant role in the process of realizing relational normalization. The basic contents in the policies and thoughts towards Soviet Union and Russia proposed by Deng Xiaoping are as follows: Purse a diplomatic route of independence, oppose hegemony, and contend for peace without alliance, opposition and arguments in ideology to develop relationship easily on the basis of Five Principles of Peaceful Coexistence. The characterization of this policy is the integration of principle and flexibility to strive for peaceful and safe circumstances for the domestic economic development.Under the leadership of Chinese Communist Party Central Committee with Jiang Zemin as its core and the guidance of succession and development of Deng Xiaoping thoughts, both of the countries step onto the three stages continuously: good-neighborly and friendly relations; a constructive, strategic partnership; strategic partnership, which make the relation between China and Russia become the main factor to stabilize the world. The leadership of Chinese Communist Party Central Committee with Jiang Zemin as its core solves the boundary problem thoroughly and removes the biggest barrier in development of relation between China and Russia. In t he period of leadership of Chinese Communist Party, Both of China and Russia have formed strategic partnership and the two countries have established Shanghai Cooperation Organization.
