The investment and finance system is the indispensable part of the economic structure. As the foundational industrial of the national economy, the power industrial assets is about eighth of the general national assets, the annual investment on constant assets is about seventh of the general. All of theses state that the management of finance and investment is the important role of power industrial. The system itself and its efficiency will directly influence the development of whole national economy.Accompany with the socialism market economic system establishing step by step, the investment and finance system of power industry is improved and perfect, whereas there are some flaws we should notice which restricted the development of the power industry on certain extent. Therefore it is very important that makes a thorough study on investment and finance system, and deepens the investment and finance system reform in order to promote the continuous development of the power industry.Above-mentioned standpoint is the start discussion of this paper and also is the study kernel of this paper. This paper has three layers: the first, summarize investment and finance system of our country, mainly state the basic theory of this system, review the evolution, reform and development of our country's investment and finance system; the second, during the process of reviewing the evolution, reform and development of investment and finance system of power industry, summarize and abstract the main matter of investment and finance system of power industry; the third, aim-at the main matter of the system, give the thought and countermeasure on improvement and perfection of the system based on the simply analysis the reasons, from the macroscopic & microcosmic aspects. Namely deepen the power system reform, deepen the tariff reform and adjusts the structure of investment macroscopically; promote the mechanism of project risk restriction, widen the finance channel of the enterprise and devote much attention to the capital operation microcosmically.
