Baotou City, Urban Social Security System Building

To build up Baotou social Insurance system (SIS) is key issue regarding to the benefits of total 2 million citizens of Baotou as well as to its reform, development and social stability, and well-built SIS meets the demand of the 3 stand for by president Jiangzemin. Following the state general policy and based on the local special conditions, the Baotou SIS is recommended in this paper which aims one hand to resolve some critical issue occurred in recent years, such as more workers are getting off their position due to their companies going down, the unemployment rate is still raising and a larger number people are still living under poverty, the other hand to devote to sustainable, quick and healthy development of the city's economy as well as to improve the people's living standard.Through investigation and research together with applying theory, a new SIS based on optimization of existed system of social insurance and social aids is recommended in this paper which shows obviously the features of strong theory base, lower costs to adopt and easier to operate. l.The new SIS suggest that the labor & social insurance bureau be only authority in charge of those affairs related to the social insurance, it contains social insurance department and social insurance center with 11 local offices as its sub-branch according to different area around the whole city. 2.The law for social insurance be made and come to use as soon as possible. 3.Social insurance policy should be made standard. Old-age insurance practice 3-support system. Employment insurance policy includes employer compensation policy and job seeking service policy. People healthy policy includes prevention for diseases in advance and the medical insurance policy. The minimum living standard guarantee system should be according to different conditions and demands. 4.Strengthen the management of funds for social security and increase the value on the premise of ensuring their security. 5. Based on community, speed to build the system of social management and service.
