As one part of China's transitional political structure in the period of 1949 to 1954, how was the grassroot regime established and improved? What were their characteristics? What can be used as references for the construction of the present grassroot regime? To understand fully these questions, it will have some academic and practical significances.Further more, in order to make clear the complete thread of establishing and improving the grassroot regime during that period, it will be much more significant to study one right case by using the method of case study than to study on the macroscopic angle.This paper has 4 parts. The first part mainly surveys the regime construction of Tancheng County of Shandong Province before 1949. By making some comparisons between the grassroot regime after 1949 and that of Kuomintong's era, this part summarizes some characteristics of the new democratic revolutionary regime shown in the grassroot regime.The second part studies the democratic establishment of the regime just before and after the Land Reform. Firstly, it summarizes the transitional characteristics of the grassroot regime in Tancheng County from 1949 to 1954. Then, it surveys the democratic establishment of the regime around the reform.The third part mainly observes the regulating improvement and gradual finalization of the grassroot regime in the county.The last part makes some conclusions and summarizes some lessons and enlightenments, by studying the establishment of institutes and the practices of their functions, the relations between the Party and the regime during the operation of the regime, the relations between the democratic construction of the regime and the political participation with the pattern of motivation.
