Chinese Anti-dumping Issues

Although the phenomenon of dumping appeared in our country long ago,it hasn't got enough emphasis.After our country entered WTO,with tariff and non-tariff barrier being reduced,our door will be opened larger and larger.Then more and more foreign enterprises will adopt the means of dumping for the purpose of seizing our market.This dissertation attempts to attract people's attention about dumping by uncovering the essence and bad influence of dumping.In addition,the current situation of our anti-dumping is incorporated into this thesis,after which the author also offers some suggestions about the anti-dumping strategies in the future.The paper consists of 5 chapters.The first chapter is the concise statement of dumping and anti-dumping,in which the author reviews the development of dumping and people's knowledge about dumping,and probes into the formation and progress of each country's anti-dumping laws and WTO "Anti-dumping Agreement" .The second chapter is about the basic information and tendency of foreign dumping commodities to our country.Some foreign enterprises sold products to us at the price lower than the cost in order to add to the market share and get the monolistic profit,which has caused serious consequences to our established industry and even the new unmature industry.It can be previewed that our country will encounter more and more dumping after becoming the member of WTO.In chapter 3,the necessity of our taking anti-dumping measures is proved from several different angles.Dumping is a kind of unfair trade and can lead to much harm.On the other hand,anti-dumping is the legitimate method of protecting unmature industry,which is permitted by WTO.Additionally,according to the view of Economics anti-dumping is able to bring about the benefit of both protection and import substitution.The chapter 4 makes a general description about the anti-dumping situation of our country,and then deals with our anti-dumping strategies,which include strengthening propaganda,improving our anti-dumping laws,bringing the industry associations intoplay,establishing dumping pre-caution system and cultivating the special talent in charge of anti-dumping.The last chapter analyzes the case of news paper.We can learn lessons and enlightment by studying the background,the content of investigation and the significance of this example.
