China's Social Security Operation Of The Fund

To achieve the success of social security reform, we need do well with the two problems as follows: the first is the choice to the social security system model; the second is turning this system into the feasible rules, the two sides are both indispensable. Nowadays, our system models have been mostly fixed, but for some trivial problems still needing improving. However, the research about concrete program was just begun a short time, so it doesn't match with the model of social security to some extent. This problem restricts the effect of policy target seriously. Basing on the present system model and the prediction to the reform direction, I try my best to design a package of rules about social security fund operation to implement the system goal and ensure the fund's operating normally. The basic structure of this thesis is as follows: At the beginning of chapter 1, we first introduce the development history, coming direction and theory origin, at the same time, I also analysis the present situation of our country and point the relation between the system of social security and fund operation. In chapter 2, I draw up the type of capital collection and the resource of it and make analysis of the conditions, standardizations and patterns. In view of the controversy about the cost rate, I lay much stress on it. Chapter 3 is mainly about the theory on fund running. In other words, in order to rise in value, we need choose principles, ways and investment combination of fund running. Chapter 4 is about how to construct the mechanism of management, supervision. At same time, I probe the problems about value supporting and basic law-construct of fund management.
