Discussion On The Yanbian Korean Autonomous Prefecture Of The Right To Modify The Regulations On Autonomy And Self - Government Improvement

Regional Autonomy of Minority Nationalities is a basic political system in our country. It is a basic law to solve ethnic problem and carry out Regional Autonomy Law. It is the core rights, central contents, symbol of minority autonomy. All the activities are involved in the rights of it. After continuous improvement in the early half of this century, the system has got its wholeness and perfectness, it has also got its security. Nowadays, the key lies in how to master and make good use of these rights, in order to promote the economic and social development in minority area. With the further development of modernization, the preliminary establishment of socialism marketing system, the entrance to WTO, the practice of Western development and higher living standard in China, the reform and completeness of autonomous rights construction become more and more urgent, it's the demand of a brand-new phase in a specialized Chinese socialism.This paper is to analyze the existing problem in the process of application of autonomous rights and make a comparation between new terms and old terms, It emphasizes the construction of autonomous rights and puts up with the suggestions to improve it.This paper is divided into four parts:Part one: The Survey of autonomous rightsBy definition, it refers to the special rights to administrate their own business, local affairs regulated clearly in the law and the principle the law follows by autonomyauthority unit, combining with minority's political, economic and cultural features. It's a unique right of autonomous administration. It is universal and territorial. As for the nature, it is an embodiment of People's Democratic Dictatorship. It's a democratic form for minorities to be host of their country and to take part in the management of national affairs. At the same time, it's also an important part of national power. As its statue is concerned, Autonomy right is the core of Regional Autonomy of minority nationalities, it's a central content and symbol of Autonomous Laws.The second part: the present situation of its performanceFor more than 50 years, by the <> , under the leadership of Our nation, Yanbian formulates its economic construction policy and plan on the basis of its regional characteristics and need. It makes yanbian economy and all sorts of undertakings develop quickly. However, for all kinds of reasons, there are still lots of problems in its performances, therefore, this part focuses on its existing problem on the basis of its achievements.The third part: Its main content and characteristic after revising.The terms of the law were formulated by 1982 and 1984 Constitution. With the further development of Reform, it is getting out of line with our era and our Reform, it is falling behind in our Socialism Marketing system. Therefore, our Authorities modified several terms and drew Marketing-leadership principle into it. New terms made the Law more modernized and widen our development space.The Fourth part: Several suggestions to perfect it.In the process of analyzing its problem, combined with its modification, the author brings forward with several suggestions on the basis of fact of Yanbian.
