As the banking internationalization is going on, banks' businesses are increasingly complicated with growing risks. Under such backgrounds, it is difficult to use traditional supervision means to keep financial system stable and keep public confidence. Basel committee establishes supervision framework consisting of " three pillars", namely, minimum capital stipulation, supervision and regulation of authorities and market discipline. The committee points out clearly that market discipline is an essential supplement to effective bank supervision, whose effectiveness depends on whether the participants can obtain the timely information on the risk, assets and financial situation of the banks. So, information disclosure becomes an important component of the market discipline, one of the three pillars. Upon some occasions, certain conflicts arise between information disclosure and the stability of the banking system while many countries generally emphasize the latter, though the compatibility of them has become the consensus of banking in recent years. In our country, banks have no external pressure and inherent incentive to reveal information voluntarily for a long time because of the system and historical reasons. In recent years, some commercial banks have revealed information to varying degrees with process of the market-oriented reform in the state-owned banks. However, there is still a long way to go. Wu XiaoLing, vice-president of People's Bank of China, points out that our country plans to make state-owned banks reveal bad assets state and financial situation accurately in 2 years, and make all deposit financial institutions reach the standards of listed company in 3-4 years. Therefore, it is of great practical significance to study the information disclosure of commercial banks and the author attempt to find some solutions to improve the information disclosure of commercialbanks in China.First of all, the author illustrates the research purpose, clarify essential meanings and present the criterion of information disclosure of commercial banks. Then the author puts forward her own views on the means, contents and methods of information disclosure.Secondly, this thesis combines closely theories with practice. The author puts in order and sum up serial regulations of information disclosure advocated by Basel committee. After comparing the information disclosure of U.S.A, Japan, Singapore and South Korea, the author analyze the current situations of information disclosure in listed and non-listed commercial banks in China and then points out the gap between real situation in commercial banks and international standards.Finally, based on the analyses of the present problems and foreign experience, the author puts forward "step by step" tactics and concrete improvement measures which mirror the spirit of Basel agreement.The thesis consists of three chapters whose contents are as followings:Chapter one mainly studies the basic problems of information disclosure in commercial banks. This chapter is the basis of the thesis. Firstly, the meaning of information disclosure in commercial banks is defined. Generally speaking, the information disclosure can help banks raise their performance of management, and help depositor practice self-protection etc, while its key point is to help participants strengthen the market discipline on banks. The criterion of weighing information lies in the use and feasibility of information. Only when the information revealed carries credibility, relevancy, comparability and abundance at the same time, can the information be useful; and only when the income is greater than the cost, the information disclosure will be carried out. So only when such two points can be met at the same time, the information disclosure is effective.
