Restrictions and prohibitions on the use of mines has become a very important issue in the international arms control and disarmament process. According to a large quantity of foreign and domestic data, it is described and analyzed in this dissertation that the origin, development, main progeny and the status quo of the restrictions and prohibitions on the use of mines. It is also analyzed the dominating factors that promote and severely hamper in this process and in the international arms control and disarmament process. On basis of these, it is pointed out that recent years have witnessed a series of negative developments in the area of international arms control and disarmament. No fundamental change has been made in the old, unfair and irrational international political and economic order. Hegemonism and power politics still exist and are the root cause for the turmoil in the world today. The international community is confronted the emerging danger of a new arms race. So, general and complete disarmament and the complete prohibition of the use of Anti-Personnel landmines are unrealistic at present stage of world ('evelopment. China has consistently supported imposing proper and rational restrictions on the use of Anti-Personnel landmines. The present situation of the restrictions and prohibitions on the use of mines also affects armed forces building and the developing strategy of military technology of our country. Some considerations are bought forward about it, such as actively promote proper and rational restrictions on the use of mines as usual and develop new weapons that can take the place of mines as soon as possible.
