Policy Values Analysis Of "the Prohibitions On The Motorcycles And The Restrictions On The Electric Bicycles" In Shenzhen

In Shenzhen,the policy of the prohibitions on the motorcycles was announced in2003,and the policy of the restrictions on the electric bicycles was announced in 2012.From then on,the management of the two traffic tools become a regular schedule for Shenzhen government.In March 2016,the Shenzhen traffic police section enacted a new policy on the use of motorcycles and electric bicycles on roads,which was more tougher than any of the previous ones.Later,the public management ability of the Shenzhen government had been doubted as there were numerous nagative netizen comments and medie reports in the internet area." How can a policy be satisfying to the social public " became one of the most significant matters for the govenment.The difficult situation that Shenzhen government has been through due to the policy shortcomings is a wake-up call for all the government sections.A deep analysis to Shenzhen's experience is with great significance both on theoretical and practicle researches of public policy.However,to answer the question of "why weren't the public satisfied with the policy of ‘ the Prohibitions on the Motorcycles and the Restrictions on the Electric Bicycle' ",the existing researches were merely focused on some shallow levels,including the specific contents,the formulation and implemention methods,and the influences of the policy.Hardly did they answer the question based on the relationship between the government and public's choice on policy values,which has been used as a analyzable perspective and tool in this paper.From where we will have reached in this paper,the different choices on policy values of the public and the government will be founded.Specifically speaking,in the process of the policy implemention,Shenzhen government focused on the law's authority and the improvement of the urban public transport level and they persued ruled environment,traffic safty and city's whole improvements.While the individual's special benefits had attracted ultimate concern of the public,and they were seriously sensitive about the fair level of the policy results.The public had been persuing convinience conditions of going out,comprehensive service ability of government and fairy distribution of public resources.Todig out the potential reasons for why there were different between policy values choices of the government and the public,three contradictions were considered to be related in this paper:the shared public interests versus the diversiform individual interests;the single management functions versus the multiple policy influences;the limited policy resources versus the complex public problems.
