Citizens In The Political Civilization And Political Quality Of Research

The 16th National Congress of the Communist Party of China (CPC) proposed a strategy of development to promote material civilization, political civilization and ethical civilization collectively. In the process of the political civilization centering on democracy and legal system, it is a very important and fundamental project to promote Chinese citizens' political quality. The promotion of citizens' political quality is not only a premise but also an achievement of political civilization. By researching how the citizens' political quality is taking shape and its relations to political progress, the author of this article purposely expounds her view about the significance of promotion of citizens' quality in constructions of political civilization, and probes into the possible ways for promoting Chinese citizens' political quality. According to the author, citizens play the most important role in modern political life. The citizens' political quality is firstly a basis of a nation's construction of political civilization, secondly, a trend of a nation's political civilization, thirdly, a motive power of a nation's construction of political civilization. In order to advance a nation's construction of political civilization, it is necessary to promote citizens' political quality practically, although the construction of political civilization mostly depends on what a nation's authority will actively do. From an angle of political socialization, the author of this article tries to find the normal social mechanism for the shaping of citizens' political quality. Political socialization is a process of cultivating "a qualified political man", namely a process of training and producing the citizen as a political person, thus, it is also a process of promoting citizens' political quality. On the basis of assessing Chinese citizens' political quality in this article, the author gives a further analysis into what influences the present situation of Chinese citizens' quality has on China's construction of political civilization. As far as the author concerned, China must basically begin with raising citizens' political quality to promote the construction of political civilization actively and steadily. In order to promote the citizens' political quality, the authorexpounds that the citizens should have a permanent and extensive ideological political work and political practice. This is an essential demand and means for political socialization. The CPC and Chinese government have achieved a well-known success in promoting citizens' political quality by making use of ideological political work. Nowadays, in China, the market economy system is getting more and more mature and perfect, and what is more, the process of economic globalization is getting faster, exchanges and integration of different culture are getting deeper, so ideological political work is facing unprecedented challenges. Therefore, for the time being, a protruding problem to be solved is how to find an effective way to give citizens ideological political work , adapting to the changing situation. According to this article, nothing is much better than lively political practice that can affect on citizens' political quality in the process of political socialization. For this reason, to promote citizens' political quality, the author points out that it is the best way to provide opportunities of political practice for citizens, in addition to strengthening the function of political socialization. That is urgent at present.
