Strengthening The Rule Of Law, And Promote Socialist Political Civilization

It is a complex system, which has extensive content, to build socialistic political civilization. Socialistic political civilization includes lots of aspects, such as political consciousness civilization, political system civilization, political behavior civilization and civilization of the rule of law. Comrade Jian Zemin points out, the rule of law belongs to the category of political construction; it is one of the content of political civilization. During the new historical era of building the well-to-do society in an all-round way, to strengthen the rule of law and to build the socialist country running by law is not only the important content and symbol of socialistic political civilization, but also the necessary insurance and way to build it.According to above considering, this article starts with the scientific meaning of "running country according to law" and "socialistic political civilization". It sums up the historical position of the socialistic political civilization and the development of running country according to law theory separately. Then, it analyses the logical relationship between the socialistic political civilization and running country according to law. Finally, it puts forward own view on construction of socialistic political consciousness civilization, political system civilization and political behavior civilization in terms of the rule of law. As far as the article is concerned, we must strengthen the publicizing of the rule of law and rebuild the modern spirit of the rule of law in order to propel the construction of socialistic political consciousness civilization; We must set up and perfect the socialist legal system, democratic and scientific legislation system, judicial system with justice and independence, and the system of law enforcement in order to advance the socialistic political system civilization; We must strengthen the legislation and supervision on all kinds of political behaviors, standardize and guide the political behavior fundamentally.
