Commanding Communications System (CCS) is widely used in army, railway and the state power grids. In order to improve the quality of service and enhance the operating efficiency of CCS, an Intelligent Supporting Platform (ISP) is designed and applied to the system.The basic goal of ISP is to get more comprehensive management information about CCS, to assess operators' behavior with more scientific method, to train employees on the network and help operators with more functional database.The main goals of ISP are as follow:1. Supporting engineers to manage all switching equipment of different models or from various suppliers depending on the uniform platform.2. Establishing management information database, to collect and analyze all types of information from CCS, such as quality information (good or poor), status information (alarm or normal), system resource efficiency (high or low), etc.3. Supervising and evaluating the operating status and service quality of CCS timely.4. Supplying the stuff with transaction processing function, such as management information transfer and report printing.5. Supplying the monitors with picketing function in order that they can listen in or record the dialogues between any operator and the subscriber.6. Supplying the trainers with network teaching function. With the help of the platform, trainers can give lessons and take examinations over the broadband information network.7. Supplying the operators with the function of voice recognizing, intelligent telephone connecting and data recalling.Since ISP has the characters of both Management Information System (MIS) and Telecommunications Management Network (TMN), the environment analysis, requirement analysis, process analysis and function scheme of it is performed in the light of the architectures, principles and methods of MIS and TMN.The platform is made up of five function modules, i.e. operations management module, operator job assistant module, training and checking module, information management module and security management module.The operations management module is the core of the platform, which consists of five subsystems: configuration management subsystem, accounting management subsystem, monitoring management subsystem, operating management subsystem and fault management subsystem.The training and checking module is made up of network training, problem database and checking subsystems.The operator job assistant module could be divided into voice recognizing, intelligent connecting and service inquiring subsystems. With the help of these subsystems, operators can identify the calling subscriber by his or her voice, match the called subscriber with his or her number in the list and dial the number automatically.All users of the platform can be described as one of the three layers, operating layer, controlling layer or decision-making layer. The requirements for information and function to the platform from different layer users are all taken into consideration. Operating layer users are operators, monitors, technicians, as well as trainee, they handle or manipulate equipment according to the prescriptive operation methods and requests to complete the tasks of telephone connection, quality control or switching equipment maintenance. The common information they need are various types of job standards, operation regulations and working data. Operators need telephone number list, formulated vocabulary, problem process program, while technicians need the working status information of the equipment ( normal, abnormal, busy, idle), exception handles, routine maintenance procedures and the equipment configure data.The users of controlling layer are directors in charge of administration or technology who concerned with the operation of CCS. Their tasks are mapping out the concrete operation project in the light of the tactic objective of the organization, putting the project in practice and adjust it with the situation.
