In the 21st century, with the rapid development of China's communications industry, the mobile communication market is undergoing enormous transformations. The China Network Communications Group Corporation is now faced with unprecedented opportunities and challenges in its endeavor to develop the "3G". How to make use of its advantages, study and formulate its development strategies so as to survive and develop in the mobile communications markets with heated competition has become an urgent issued to be resolved by the China Network Communications Group Corporation.In the circumstances of enormous transformations of the Chinese mobile communications industry, this paper tries, from many angles, to unfold the current development situations and the future development paths for the China Network Communications Group Corporation. It analyzes China Network Communications Group Corporation's marketing environment, internal resources, competitors from home and abroad, and risks, identifies the company's market position, and proposes a set of executable market development strategies.Corporate strategic theories mainly include the following: three major core schools: theory of the designing school, theory of competition strategy and strategic theory of resources configuration. The theory of the designing school emphasizes an enterprise's adaptability to environment and planning and implementation of strategies. The theory of competition strategy stresses the determining functions of industrial features, development trends and the interplays and comparative strengths of the relevant entities within the industry. The strategic theory of resources configuration emphasizes that the determining factors of enterprises are the mutual promotion and adaptability of rational resources configurations and external environment.As for the competition situations in the mobile communications markets, the paper analyzes international and domestic markets that have impacts upon the "3G" development. Various countries have started to make plans for the development of the "3G" within their respective territories, and it was not long before the "3G" became the hottest spot in the global telecommunications industry. In the mobile communications markets with heated competition and enormous potential, almost all the communications colossuses have recognized that the "3G" represents the future of the communications industry. Some leading communications operators within the industry have regarded the control over the commanding elevation of the "3G" as a decisive battle for the leading position in the future communications industry. Through many years' market competitions, the mobile communications market in our country has basically become a "chessboard among four players". The China Mobile and the China Unicom are now in the leading positions in the mobile communications markets, while, as far as total economic strength is concerned, the China Network Communications Group Corporation is rather far behind the China Telecom, which operates the same business as the China Network Communications Group Corporation, so the China Network Communications Group Corporation must constantly strengthen itself through the "3G".In terms of internal resources, the China Network Communications Group Corporation's advantages mainly lie in the facts that its internal integration has basically been completed; its wide band resources in the 10 northern provinces have come into force; its number of optical fiber users is big; its cable telephone service has the absolute dominance.
