Improve The Legislation On The Environmental Impact Assessment System

Environmental Impact Assessment is one of the basic systems of the environmental law . It is a system of the procedure, examination, approval and liabilities of EIA. This system plays a great important role on having the human beings prevent the environments from pollution and destroy from the positive position to active, enhancing the project of environmental protection and achieving sustained development. More than 100 countries including ours have established the EIA system since it first appeared in the national environmental policy act of the US in 1969.lt is used for a legislative reference to my country to describe the conception of EIA and its significance and introduce the EIA legislations of domestic and overseas .There are three defects in our EIA now. First, all of the ideas of EIA are not fit; secondly, the system of EIA is not scientific; thirdly, there are also some defects in the draft of our EIA. The legislative proposals to our system of EIA: first, we have to change the ideas and use the correct ones to guide the legislative of EIA; secondly, we have to establish a scientific system of EIA; thirdly, we have to improve the legislative technique and amend the draft of EIA to make a great progress in the legislation of EIA.
