At present, the appearance which infract consumer's rights and interests has occurring time and again in our country market economy activity course , and this not only makes vast consumer have the heart in mouth in the activity of the market economy, but stretching out " hand that trembles " carrying on the business with proprietor, the leigitimate rights and interests of self does not get the due guaranty , and has destroyed the normal order of market economy , and has influenced the health of society economy and the stabilizing developmentOur country government and administrations all levels have done a large number of work at the aspect that protects consumer's rights and interests , but the various illegal activities still are not prohibitting time and again incessantly , it is thus clear that consumer's rights and interests of our country protect the measure still existing various problems and shortcoming at present. This paper has been analysed consumer's rights and interests protection problems with game theory, and looked for out the cause that consumer's rights and interests is infracted on time and again ,then put forward the corresponding policy suggestionIn this paper ,we analysed the cause that consumer's rights and interests suffered the damage firstly by static games . The cause is that depending strength of government only to hit lawless proprietor and safeguard consumer's leigitimate rights and interests is limited, because the proprietor can constringe the action of self due to the government strike it strongly in the short-term , but government can not be persisted over a long period of time because of the restriction of resources such as funds etc. In another aspect, if encouraging consumer to safeguard the leigitimate rights and interests of self, the probability that proprietor's tort occurs could reduce generally, moreover it is lasting . Ways such as increasing the compensation done harm to consumer's rights and interests and reducing the cost of distinguishing and appeals the etc can act to encourage consumer's enthusiasm. Also government is often important to the effect at the aspect that encourages consumer's enthusiasm, for example the duty can positively be performed in the government , attaching importance to appealing of consumer and so on, thus they raise the probability that the consumer gets compensation in torting case , and contribute to the increase of consumer's enthusiasm of protecting rights and interests.In fact, the result of analysis of static complete information supposes that consumer and proprietor are completely rational faculty , however due to the difference of individual and the complicated level of problem , the completely rational faculty can not achieve . Under the premise of the limited rational faculty the core of analysis is not the optimal policy selection problem of consumer and proprietor again , and is tactful adjustment course , trend and stability that conclusion in premise of the complete rational faculty consumer's and proprietor adapt to limited rational faculty of populations. Among them the stability is important since if the result has not a stability under the limited rational faculty, then it has not any meaning . So the conclusion of limited rational faculty analysis can regard as confirming of conclusion and selection tool of completely rational faculty analysis in game theory. In addition , the conclusion of limited rational faculty analysis still can forecast the trend of some economy relations coming long-term change . The optimal strategy of consumer and proprietor is stabile under the premise of the limited rational faculty , and makes that the analysis of the completely rational faculty result can beapplied in reality.In premise of incomplete information, consumer judging the type of proprietor comes to the signal that can only be according to management person issues , so this can make some lawless proprietor adopt the action cheated and reveal untruely the type of self to infract the rights and interests of consumer.
