Analysis On The Interests Equilibrium Between Governmental Organizations

Reforming governmental functions and social distribution have been the assignment ofbuilding up harmonious society which is a strategic goal of CPC. The governmentalorganizations need laws and policy to adjust their interests' relationship, as well as they'rethe very adjuster. So, this article inspects the governmental organizations' components as arelatively separate system. Three relations lead to interests unbalance, the 1st is the relationbetween higher and lower level governmental organizations that the essence is interests, the2nd is the relation between local governmental organizations of which they cooperate andcompete, the 3rd is the relation between functional departments that make the public powerdissimilated. Based on the analysis, the author put forward 6 proposals to deal with theunbalance and its harmfulness.This article includes three sections. In the 1st chapter, the spheres of the governmentalorganizations are carved out; the fact that the governmental organizations' interests is aobjective reality is pointed out; and, the interests is divide into legitimate interests andillegitimate interests; a set of criterion on interests equilibrium is given.In the 2nd chapter, the interests unbalance phenomenon between the governmentalorganizations is analyzed, including administrative relation, financial tax relation and gamerelation between higher and lower level governmental organizations; natural and culturaldifference, discrepancy on formulating and executing policy, competition and cooperationbetween local governmental organizations; distribution of power, isolation, betweenfunctional departments. Trough investigating the three relations, the emerging foundation, thedeveloping circumstances, jeopardizing objective and extent are revealed.In the 3rd chapter, after consulting the other researchers' documents, thecountermeasures for keeping equilibrium are brought about according to the analysis, ofwhich the author examples six: reforming governmental functions, distributing authorityproperly, financial power to support authority, establishing a series of good interests-expressapproach, perfecting supervisory and restraint mechanism, strengthening public morals andadministrative ethics. Meanwhile, the feasibility of the measures demonstrated.
