Financial regulation is that the government's regulation and management of financial institutions. Based on financial regulation theory, this paper attempts to search for the line of development of the financial regulation theory and the major problems and puts forward the regulation of foreign banks after this. When the discussion extends to foreign banks, it firstly contrasts with the regulations of foreign banks in several countries, and then it analyzes the long-term and short-term influence and macro-economic and micro-economic effects on our country's financial and other industries. Meanwhile this paper points out the contradictions and problems in the existing financial regulation system. It gives some advice on strengthening and improving the management of foreign banks. Finally, this paper establishes China's early-warning system on foreign banks, including the subjective indices system of foreign banks' entry, the micro-economic indices system and the macro-economic indices system. With them, the People's Bank of Chinese can supervise foreign banks for better and the foreign banks can enhance self-management.
