Since The Founding Of The Communist Party Of China's Understanding Of The Non-public Economic Changes

Since the People's Republic of China (PRC) founded, the understanding of the CPC (the Communist Party of China) of the non-public sectors had experienced a " approve-negate-approve" process. We had much successful experience and painful lesson. Reviewing the period of time, we can strengthen our understanding of the theory and practice of building socialism with Chinese characteristics. And reviewing the period benefits us to understand the longevity of the primary stage of socialism and the importance of developing the productive forces. This is the aim of the article.This article is composed of four chapters.Chapter One The understanding and policy to the non-publicsectors in the early days after the PRC founded.In the early days, the CPC looked on the non-public sectors dialecticaly. We considered that the non-public sectors had the benefit to develop the economy and the conflict with the economic policy of the time. On the basis of the thought, the Party carried out the policy of "using them and limiting them ". The economy resumed quickly . But with the time passing, the Party gave up the policy of "using them" and began to reconstruct the non-public sectors. Why did our Party's policy change quickly? Did it accord with the trend of times? The chapter one answers the question.Chapter Two The understanding and policy to the non-publicsectors in the time of 1957-1978.After the reconstruction of the non-public sector, the economy of our country met some difficulties. To overcome them, our leaders released many speeches in which included some good ideas. But our lodestar became wrong. The good ideas didn't be carried out. With that, our Party launched the movement of building Communes. In the time of "the Culture Revolution", the non-public sectors passed away basically. The emphases of the chapter is to analyse the reflect on the non-public sectors of the movement of building Communes.Chapter Three The understanding and policy to the non-public sectors in the new times. Firstly, the article introduces the process of reaffirming the non-public sectors what is in-depth with the passing time. Secondly, with the understanding strengthened, the non-public sectors develop quickly and become the important part of the economy. Last, the article introduces the political orientation of the people who work in the privateenterprises or owned the non-public sectors.Chapter Four The inspiration for us in the experienced process.Firstly, our Party resumes the ideological line-"To emancipate our minds, to seek truth from facts", changes the dualistic political thoughtway, builds up the multimode political thoughtway. Secondly, the experienced process tallies with the understanding of the situation of our country. Last, the process reflects on the understanding of the essence of socialism.
