IT(Information Technology), as a promising industry, has developed quickly recently with more and more applications of computers and networks.Effectively managing human resource is very important in IT industry. The high knowledge work characterizes IT industry. Constructing a system of salary distribution and a related evaluating system of achievement-benefit, which meets the requirement of IT companies is of much importance for efficiently stimulating knowledge workers and managing human resources.Because of having characteristics of both high-tech and service, Internet service suppliers find little mature system, which can be used without major revision. This paper tries to establish a new system of salary distribution and its achievement-benefit evaluation system for IT companies. The main goal of the work is to build a quantitative model for the system and to provide a sound method of the system establishment.In this research, we first study the characteristics of the Internet service industry; developed the performance and the compensation system. Then, generalized the factors who have evident effects on the level of compensation.For analyze the relations between all kinds of the factors and the level of compensation, we use linear algebra and the analyzing method of game theory to find the model of the affections .so we can find the key factors of the affections.Give a company's data; we can use linear programming and PRG method to set up a system to decide the level of the company's compensation. So we can find out an math tic model to solve the problem on company's total labor cost plan and the employee's salary plan.
