We learn from the success stories about the development of many countries that effective exploitation of human resources is the key point for a nation to enhance its economy and international competitiveness, as well as the major source of social economic growth. Non-governmental business, an important force in our national economy, has acquired great achievements after developing over the past 20 odd years. In a certain period of development, conflicts in management, especially those in human resources management, will start to come out in many such enterprises. The most complicated and difficult concern among them is how to prompt personnel and to practice corporate compensation management in a constructive way.On the basis of profound studying of compensation and related theories, this article selects a real estate firm in Chengdu as its object of researches, designs and implements a set of compensation systems and management rules that fit the present corporate state. The design adopts bravely some advanced operation methods in compensation management, such as H-type job evaluation, and proposes or perfects creatively some rules in compensation operation, such as annual pay for managers and the principle of personnel risk mortgage. Hopefully, this design on the compensation system of Chengdu HJ Company, on the basis of continuous implementation and improvement, can play some guiding role in, and be a practical reference for, small and medium sized developing ventures engaged in compensation management, part of their human resources management.This article is composed of four parts. Part 1 is the historic survey and related theoretical review of compensation management, in which collective knowledge and command of the condition and evolving tendency of compensation management can be achieved with the summing-up of the development and transformation of typical compensation theories, home and abroad. Part 2 deals with compensation management and rules, which mainly introduces the background and operation procedures of compensation management and ordinary forms of compensation rules. Part 3 is the redesign of the compensation system of HJ Company. Part 4 is about the evaluation and summary of the redesigned compensation system of HJ Company, which analyses the advantages and shortages of the new compensation system while proposing its own opinions for operation schemes that could be promoted and referred to.
