According to the present problems of china civil aviation transportation & operation, such as rough management & structure, especially the traditional backward city-pair air lines network, which seriously prevent the air transportation from developing in greater scale & higher level, I have used technical and economic analysis theory. Method and other economic theories to deeply & thoroughly study the airlines current arrangement, airlines network comparison, relation between airline network & airline and relations between airlines network & airline and relation between airlines network & airline and relation between airlines network & airport construction. My conclusion is that it is the time now to establish a hub-and-spoke network mainly & city-pair network.By using demand & supply theory to analysis the imbalance problem of our countrys civil aviation transportation market, I pointed out that our current city-pair network can no longer satisfied the market requirement, the key to solve the problem lay in the adjustment of air lines structure. By using mathematics models & hypothesis cases, based on the technical & economic analysis, I have compared the city-pair & hub-spoke network, it is clear that the hub-spoke network has much more advantages than city-pair whatever in structure population and economy. By using theories of scale management and comparative advantage to analyze the relationship between hub-spoke network will greatly promote airlines & airlines & airport management, I pointed out that hub-spoke network will greatly promote airlines & airport to change & innovation in their management mode, operation mode & idea,therefore it will promote airline & airport to further development. In consideration of our country' s natural geographic condition, social & economic mode and policy security.
