This paper mainly studies and discusses in the theory of modern production management how to ameliorate the repair of railway rolling stock and improve the repair quality to ensure the transportation security. In this paper, process reengineering, quality management, inventory management, just-in- time system, quality assurance system and many other common methods of modern production management are used when wholly demonstrating the repair system reform of Urumuqi Western Car Depot. This paper describes mainly the factors which restrict the industrial development and reforms by analyzing the contradiction between the production condition and rail speed-raise and thereby determines the program of repair system reform, a large-scale repair reform was carried out throughout the car depot after the feasibility demonstration by using the decision-making method, finally obtained excellent result. 1. The paper mainly describes items of the practice of repair system reform:a) Conduct the production planning and process reengineering. Rearrange the repair process according to the line of thought in repair reform, design the technological layout of our car depot according to the current car repair requirement..b) Attach importance to improve technical content and achieved the renovation and perfection of 8 repair lines for freight car.c) Enlarge the range of "replacement and repair", establish the repair center for spare parts and conduct "Inspect at other place and central repair" to ensure the inspection quality.d) For the main spare parts, lifecycle management is put into practice to eliminate the potential security risk and improve the ride reliability.e)Reinforce the investment of hardware equipment and reduce the "manually operated" factor to the minimum and increase the "machine operated" factor..f)Actively rebuilt the repair workshop and ameliorated the repair environment. g)Intensify the management system and enhance the management level 2. Reform experience of repair system( 1) The safety protection capability has been increased and the safety reliability of repair has been reinforced.( a ) The transformation from "manually operated" into "machine operated" has been realized for the key repair points which are likely to occur important accident (there are altogether 13 in the whole depot).(b)The factors which likely to result in accident (there are altogether 8) have been removed.(c )The weakness likely to breach the regulation during the repair ((there are altogether 6) have been rectified.(2) The working intensity has been reduced and the working efficiency has been advanced(a) The original manual work has been replaced step by step by the mechanization. Before the welding repair of knuckle use manual welding.(b) The "Yard sale" processing method has been replaced in the main by the inspection chain.(c) Many refluent phenomena existing in the repair procedure have been rectified by optimizing the technology layout.(d) We have beautified the environment and safeguard the physical and mental health of employee by rebuilding the repair workshop and introducing the new smoke and dust eliminating equipment.
