It is the urgent task for our manufacturing enterprises to organize the production efficiently and to improve their competitive power in the market by means of the utilization of the information technology and modern management philosophy.In the first part of the article, the author analyzed the disadvantages of the traditional production management in manufacturing enterprises and the requirements of PMS in this kind of enterprises. The status quo and development tendency of PMCS was also discussed. The requirement analysis and system designing was carried out according to the situation of Jiangxi Jiangling Gearbox Co. Ltd. At the same time, the author studied the key technology to solve in the capability balancing and production scheduling system, and put forward a multi-layer model of capability balancing and production scheduling, that solved the problem to hand on in time according to the current need in the enterprises.Finally, the application system was developed based on all these above.
