| The realization of modernization and the great revival of China are holy historical task for the Communist Party of China. President Jiang described the blueprint of the relative rich society of China in the 16th Meeting of the Party and made the political civilization an important goal. This is a meaningful conclusion. The development of socialism political civilization is the key of the realization of modernization and the relative rich society. The Party must continuously enhance the leading ability and reigning level to enhance the cohesion and battle effectiveness so that we can endure the tribulation from all kinds of difficulties. The most basic approach to solve the problem is to develop the democracy in the Party, which is the purpose of this dissertation. Under the guide and direction of Mr Chen Qin and Ms. Qi Peifang, the author studied the main goal, the basic rules, the system and the concrete measures of democracy construction in the Party. Beyond the introduction and the tag, this dissertation is divided into three parts. In the introduction, the author provides the statement and the summary of the study of the thesis. and the basic parts of the thesis. Mainly stresses the connotation of the two key concepts ,that is democracy and the democracy in the Party. In the first part, the author discussed the significance of the democracy in the Party to the democracy in the whole county and to the confirmation of reigning position of the Party. With the lessons from abroad and the past, we can find that the democracy in the Party is the essential guarantee to the Party's success in wining the revolution and the socialist construction. The author also things that the party's reigning position depend on not only the advantage of the ideology and the achievement made before, but also on the political civilization, which is based on the democracy in the Party. The second part states the basic objects, rules and relative systems of developing the democracy in the Party. The author's idea is that the ultimate object of the construction of the democracy in the Party is to make everything go according the due system, law and procedure, to make the Party members become the subject of the democracy in the Party and take all kinds of rights the Party's regulation endowed. This can be embodied in three aspects: 1To ensure the position and authority of the congress of the Party as the highest power in the Party and build up the mechanism ofscientific democracy. 2 To set up effective the power-restriction mechanism.3 To ensure the full realization each member's basic rights. The realization of the objects mentioned before depends on the nine rules such as the equity, publicity and election. In order to realize the goal of the democracy in the Party, we must create a series of new systems.1, The perfection of people's congress. We should reform the proportion of people between different groups and set up the Constitution Committee to enforce the Congress's power of supervising and establish the laws on the relations between the reigning party and Congress to refrain the reigning party's arbitrariness.2.Make the system of permanent representation to ensure the position of the committee.3.Perfect the selection system to realize the general election.4.Set up democratic supervising system to insure the supervising constitution to execute its task and ensure the Party members have the right to supervise. The third part precisely discusses how to correctly understand and execute the democratic concentration in the Party and provides the relative suggestions for the system innovation. As for the democratic concentration, the author's point of view is that it is an organizing principle in the Party and is a category of organization. Its true meaning is that the minority must obey the majority's decision and is different from the Party's people principle, but it is not in contradiction with it.
