Operation And Management Of China's Enterprise Annuity

Due to the aging problem and financial pressure, many countries and scholars began to turn over to think the old endowment insurance system throughout the world especially in the eighties of the twentieth century. How to design a favorable pension system is a common problem in these countries. The overall trend is for government to reduce its role in pension provision and at the same time increase the responsibilities of employers and employees. The reform of the pension system in China follows the same trend. Contrast with more than one hundred's mature pension system in western countries, our pension system has only 50 years' history. It is still in infantile phases. On one hand, the scale of pension funds is small, on the other hand the relative laws and system isn't perfect. There still have so many questions to be solved. Based on this background, the main content of this article is about annuity system of China, mostly about how to operate and how to regulate annuity. The article is composed of four Chapters except the foreword and epilogue:Chapter one is "history and type of annuity ". In this chapter we expatiate on some basic theories about annuity such as definition and type and respectively review the history of annuity system in foreign countries and in China. Chapter two is "operating of China's annuity system". In this chapter, we give a judgment to the actual annuity operating in China. On the basis of this judgment, we have established three models to explain the necessity of the transition from the original pay-as-you-go system to fundsystem in order to sustain the economy growth. Then we bring forward the scheme designs of China's annuity system, including funds investment, funds management and so on. Chapter three is "management of annuity". In this chapter, we bring also design the management framework of China's annuity funds by learn from western countries. As we known that the effective government supervision is important for annuity system. It is states that Chinese government responsibility for the function of supervision should be expressed in a variety of ways, such as annuity council, annuity management organizations, annuity investment organizations, etc. Chapter four is "a representative annuity project in China". We take example for namely a multinational company to circumstantiate how to practice an annuity project and how to solve the troubles met in this process.Annuity problem relates to economics, management, sociology, demology, etc. This article combines theoretical analysis with positive analysis. It pays more attention to econometric analyzing method to study the annuity. What needs to be pointed out is annuity problem is still new in China, so we have so few data to do our study that some opinions in the article should be thrashed. But we hope this article can do work for scheme design of China's annuity system, and we also hope more and more people pay attention to China's annuity system!...
