A Study On The Framework Model Of Urban Emergency Management System

This paper is based on a project of Shanghai Science and Technology Committee, "Shanghai Urban Intelligent-Decision Emergency Command System", it is the production of theory study and project practice.It is necessary for a city to build an efficient and integrated emergency management system if the city wants to modernize its management. The bigger the city is, the greater it is influenced in case of emergency. So the emergency management system it needs should be more sensitive and efficient. In many cities of the developed countries, urban emergency management system has become the essential part of people's daily life; it has even become the symbol project which will display the quality of a city's management. How to build an efficient urban emergency management system has become the important mission that the city manager should deal with.In this paper, we study the basic theory of emergency management, analyze the experience summed up by the cities both in developed countries and our country when they build their emergency management systems, discuss the significance and necessity for us to build the framework model of urban emergency management system. Further more, we discuss the purpose, scope and factor that we should consider before us to build the framework model. On this base, after analyze the Framework of C4ISR Architecture and Zachman model, we propose a three-dimensional framework model of urban emergency management system and discuss the components of the urban emergency management system in each dimensional and the relation between them.In aspect of technology, the purpose of urban emergency management system is to remove all the resource to deal with the emergency, and make the process of command be more scientific and visible. But this purpose can't be realized only by one information system; it depends on basic network, many special application systems and various techniques.
