At present stage, it is especially significant to accelerate transferring surplus rural labor to non-farm for our country's urbanization, industrialization, agricultural industrialization and modernization of whole national economy. At present when migration of surplus rural Labor is slow and even of circumfluence, the two-dwelling on flow but not migrated transfer undoubtedly result from which many factors are working together, but education level of rural Labor is an important piece of constraint.On this premise, this paper analyses it in logical and systematic methods. Chapter one is the theoretical base of the paper. In this chapter, we summarize previous studying, then analyze the defects of traditional Labor-migration theories. It neglects studying migrating ability, employing ability and education level. Because of education level decided by education investment and education investment related with resource collocating and welfare changing, we analyze general regularities of education investment and welfare economics as the theoretical system of the paper. Chapter tow: it is necessary to improve education level for migration of surplus rural labor, from micro to macro by dates. Chapter three: we conclude that education investment has decisive action on education level by analyzing existing problem and causes. So actual education investment decides on migrating ability, employing ability and integrating diathesis. Chapter four: we discusses that it is necessary for state to improve education investment so as to accelerate migration of surplus rural labor. At the last, we can make the conclusion as following: Neither have the vast majority of peasants investing ability nor need of investment. Our governments should be responsible for education investment mainly. By three ways, education funds can be obtained: improving education funds to 4.24 percent of GDP, enhancing ratio of state's and province's financial appropriation, and executing free education by improving ratio of basic education to total education funds. In addition, we should improve education investing efficiency so as to increase rural educational quality.
