21st century is the Era of knowledge-driven economy, and the demands of knowledge and intelligence capital are stronger than any era in the past. The human capital drives economic development and social progress to be accepted by more and more people. Because of the shortage of Talents' teams, such as knowledge innovation person and entrepreneur etc., which causes fierce Talents competition. We can say who have Talents, who will obtain the advantage in the competition.After China joined WTO, it is not the product market to assault the greatest one to us, but the Talents market is. The range of floating of professionals is widened, Talents'job rights to choose are strengthened, which must lead to the fact that the floating of professionals are aggravated, and Talents are maldistributed in the enterprises. Especially the Talents of the small and medium-sized enterprises (SMEs) are deficient, it can't retain people which have already become the outstanding problem of hindering the enterprises from developing further, This makes the SMEs more difficult that is originally lacked of funds and technical supports.This text begins from building the private angle of human capital of, considering from the angle that reflects value of human capital and its increase in value, and propose countermeasures and suggestions for retaining Talents of the enterprises, I hope it can provide some meager strength to the SMEs.This text is divided into four chapters altogether:Chapter one: Relations of human capital and economic development. Introduced the concept, characteristic, function on economic development, its forming and appreciation of it.Chapter two: The current situation of human resources in SMEs and reason analysis. Proceeding with current situation of the human resources of SMEs,analyze the inside, outside reasons that cause this kind of phenomenon from the angle of the enterprise.Chapter three: The reason analysis of private staffs "' Job-hopping " of the SMEs. Proceeding with theory, to find the reasons of " Job-hopping ", and the positive, negative influence on the enterprises.Chapter four: The private SMEs retain the Talent's countermeasure and suggestion. Proceeding with analysis of "human nature", from encouraging, training and emotion three pieces of angles to retaining people countermeasure and suggestion of proposing.
