The study on foreign policy making is an important part of diplomacy and international relations. The theory on foreign policy making includes 4 models, among which the cognition theory will be used to analyze the development and change of Bush's China policy before and after 9.11 in this article. The cognition theory thinks that the formation of foreign policy will experience a complete cognitive process concerning the input of new information, belief system, explanation of image and the making of foreign policy. Although it is a complicated and continuous process, in order to make it easy to analyze, it is divided into 4 parts, among which the 2nd and the 3r ( Belief system and Image explanation) play an important role in the cognitive process because they will result the consistence and difference between belief and perception. The cognitive process will be used to analyze Bush's China policy.Before and after 9.11, Bush's China policy has undergone the great change. Influenced by new conservatism, the Bush Administration defined China as strategic competitor before 9.11. Because China and the U.S. have shared some common interests, there are some fields for China and U.S. to cooperate. After 9.11, because of the requirement from anti-terrorism, the Bush Administration defined Sino-US relations as candid, constructive cooperation, emphasizing on the aspect on cooperation with China. As the new conservatism still maintains as the core of the administration's belief system, therefore, some negative factors still bother Sino-US relations. In future, whoever become the president of US, the change between belief system and cognition of the decision makers will result in the state which is not bad or good.
