Study Of State-owned Enterprise Property Right System Reform

In course of establishing socialism market economy system and deeping the reformations and opening continuous, it is important for us to set up the microcosmic basement of our country's socialism market economy system and develop the state-owned economy's important function in modern construction and change a series of problem of state-owned enterprises and enhance the benefit and efficiency of state-owned enterprises. These are relate to the success or failure of reformation and race. It is difficult to solve the problems of state-owned enterprise if we only solve the problems of distribution filed and change management methods. It is important for us to change the structure of state-owned property rights and distribute state-owned enterprises rationally and increase the worker's work positive of state-owned enterprises and the benefit and efficiency by reforming state-owned enterprises' property rights, forcing reformation of state-owned asset system, reorganizing state-owned enterprises strategically.This text studies primarily property rights reformation of the state-owned enterprises and their related problems. First from the general analysis of property rights and its related conception, I explain property rights, property rights system and the meaning of clearing property rights. And I riview the course of the reformation of the state-owned enterprises' property rights in our country . At the same time, I use the Marxist posession system theories, modern property rights theories and modern enterprise system theories to analysis the problems in the course of property rights system reformation deeply and point out the reason of resulting in low efficiency in state-owned enterprises of our country. The reason is that the problem of submition-subtitution on the base of property rights lack and the irrational of the state-owned enterprise's section rights structure cause the low efficiency of enterprise's operation in interior management and exterior restriction . The benefit of state-owned enterprises are not high toatally.Finally, this text emphasizes that the key way to reformation of property rights system of state-owned enterprises are that we should overcome systemobstacles of state-owned enterprises and push reformation of state-owed capital management system. We should plan property area rationally and make property rights structure optimized. We should use market means to arrange state-owmed enterprises' property rights so as to advance the benefit and efficiency of state-owned enterprises and mold microcosmic basement of socialism market economy .
