The project researches on the growth mode and managerial mechanism of Original Equipment Manufacturing Private-owned Enterprises (OEMPE) in Shandong and Hebei Province in order to promote sustaining growth of OEMPE. It puts forward hypothesis and reaches valid conclusions by empirical research and analyses of enterprises cases and statistics.The conclusions involve: Policies have not ever been the main obstacle for private-owned enterprises to enter the market;Financing problem is not distinct. With the growth of the scale and the improvement of the performance, financing cost has been decreasing;OEMPEs are tend to depend on the distance away from their lower and upper enterprises;The burden of tax and fees differ a lot, but it lies on the local government's behaviors;Privatization and diversity of property rights coexist;There are great harassment and dilemma in the managerial mechanism and organizational behavior.Accordingly, relevant suggestions for government are presented: Some "small giants" of OEMPEs should be supported to occupy international market by relevant departments of local government; Private capital investment should be granted as legal;On reinvestment the enterprises should be treated equally as foreign capital; Academic institutes should be encourged through policy input to help OEMPEs tackle technical and key problems to meet the challenge of entry of WTO.
