Shengli Oilfield Glass Steel Plant under the Shengli Oilfield, founded in 1994, is a multi-operational enterprise centered on the production of industrial glass steel pipes. In the past eight years, this plant has evolved from a small workshop to a medium-sized enterprise with over 100 employees and more than 30 million annual output value. This paper, based on the current situation of Shengli Oilfield Glass Steel Plant, uses the organization culture construction of both at home and abroad for reference by means of theoretical study, practical investigation and comparative study and carries out on-the-spot investigation and observation of the enterprises with excellent organization culture construction. On this basis, the author probes thoroughly into the problems existing in the organization culture of Shengli Oilfield Glass Steel Plant, and points out that the organization culture construction not only lags behind the growth of the economic profits but also is playing a restricting role in the development of organization culture in many aspects. So, Shengli Oilfield Glass Steel Plant needs start from the spirit culture construction to reconstruct a new organization culture, overcome the present indolence and dependence, and build up integral, systematic organization culture characteristic of innovation. At the same time, the author sets forth specific procedures and steps.The paper is in four parts.The first part mainly describes the current situation and existing problems of the organization culture in Shengli Oilfield Glass Steel Plant with a view to forming a clear recognition and complete concept of the current organization culture in Shengli Oilfield Glass Steel Plant.The second part mainly analyses the causes of the existing problems in the organization culture and the adverse influence that the current organization culture has on the development in Shengli Oilfield Glass Steel PlantThe third part mainly approaches in depth what kind of organization culture Shengli Oilfield Glass Steel Plant should construct at four levels and advances constructive goals at every level, especially highlighting the research and probing into the spiritual culture, and advances the organization value, management ideology, management philosophy and enterprise spirit.The fourth part discusses mainly the specific procedures and problems that need attention in the construction of the organization culture in Shengli Oilfield Glass Steel Plant, the purpose of which is to ensure the successful implementation of the organization culture construction through a sound organization system and strengthened network construction so as to make every employee realize the new organization culture,to enhance the core force of the enterprise, and to promote the sustainable development of the enterprise, thus constructing a new and effective system of organization culture in as short time as possible in Shengli Oilfield Glass Steel Plant.
