Under such circumstance, the utilization of the foreign investment is a significant thinking. Not only does it solve the problem of capital, as well as start the development of western economy, but also some elements concerning new management, new concept and new technology brought by foreign investment are helpful to speed up the marketing of western region to facilitate the progress of the western region's opening up the economic development of the western region.The present situation of utilization of foreign investment in the western region still remains backward. So proper measures are hoped to put forward to entreat such matters: poor nature condition and deteriorated geographic trend; badly infrastructure and the lagging exit among the transportation, telecommunications and service; passive factors subsist in the "soft environment", lagging mechanism of government management and problem lie in the government policy, and regional culture and concept and otherwise.The measure to improve the circumstance is to plan considering all factors, make a breakthrough of consequence point, to choose net communication, education, and capital market as prior objective and integrate the environment of improving and administration. To constructing the "soft circumstance" is the rather solution to make up the scarcity "hard circumstance". Publishing the consecration and exploitation of western people will be new-style clarion .To accommodate rules of WTO, the governments in the western region are wanted to a leading position to improve the mode of management and ancient concept and upgrade the concept and construction to anunparalleled environment of international practice and specialty, to make essential contribution to attract the foreign investment and develop the western region.
