Another purpose of system reform is to establish and perfect the system of investing and withdrawing capital in the construction of high-tech university-run enterprises step by step and to develop the channel of turning achievements in scientific research into industrial production, so that the university teaching, scientific research and university-run enterprise can be led to a virtuous circle, which will lead to promoting the development of teaching, researching and university-run enterprises.The main content of system reform is building three levels of the management for state-owned assets, the professional agent on the owner's behalf, the state-owned assets management company and the enterprises concerned with state-owned assets. These three levels shoulder their own responsibility respectively with well defined right and responsibility to achieve the aim of managing state-owned assets.1. The first level which is called the management committee of university state-owned assets is the professional agent on the owner's behalf. The committee's main responsibility is implementing the regulation and law on the management of state-owned assets, drawing the direction policy, deciding the running aim of the stated-owned assets management company, formulating perfect regulation of examining, rewards and punishment, and supervising andconfirming the director of state-owned assets management company.2. The second level is the state-owned assets management company. The management committee of university state-owned assets entrust the state-owned assets management company of university with the right to state-owned enterprises' management. The state-owned enterprises accept the leadership from the committee of university state-owned company and fulfill the contract signed by both sides. The state-owned company implement the legal person property right according to its state-owned stock in each enterprise and run the state-owned assets. It should be noted that the state-owned assets company direct the state-owned enterprises through the ties of capital instead of the command of administration. All of these should be restrained by company law and civil law.3. The third level is the enterprises concerned with state-owned assets of university, including sole-state-owned enterprises of university, holding enterprises of university and sharing enterprises. The enterprises concerned with state-owned assets is related by equity with the state-owned assets management company, which admits only the right of state-owned assets management company as a shareholder, with no need to accept the command of administration.
