Aviation Enterprise Reform And The Establishment Of Modern Enterprise System Study

In 1950's, the large modern industrial production enterprise management system has been successfully established as a result of the early aviation enterprises' continuously introducing the former Soviet Union technologies as well as studying on its management method, thus ensured smoothly transition of the aviation enterprises from repair expertise to manufacturing activity and also laid a solid foundation for the scientific enterprise management. However, with the establishment and continuous perfection of the socialist market economy system as well as the strategic adjustment performed by the central government for the enterprise, the aviation enterprise are currently facing variously problems such as contraction of military production, large idle resources and wide-margin decrease of sales income, which just revealed the big gap and contradictory existing between the management system, operation mechanism, ideological concept and requirement of socialist market economy. So, it is extremely urgent to speed up the aviation enterprise reform and the modern enterprise system.Based on the guidance of theoretical framework for establishing modern enterprise system, this thesis has not only comprehensively collected & analyzed the corresponding reform experience achieved by other state-owned enterprises in western advanced countries, deeply researched the practice how the state-owned enterprises established the modern enterprises system in China as well as reviewed the process of the aviation enterprises reform and establishment of the modern enterprises system, but also taken the Cheng-Du Engine Co. Ltd. as typical example to carry out a complete analysis on the current situation, occurring problems, further-level contradiction as well as how to establish the modern enterprise system and realize the reform. With focusing on this base and following the practice by which that our nation used to establish the modern enterprises system, this thesis also provides the unique concept and solution applicable for aviation to establish and perfect the modern enterprise system. By means of using the successful state-owned enterprise reform experience in advanced western countries together with considering experience of the enterprise reform enlightenment of Cheng-Du Engine Co. Ltd. , this unique concept and solution is specially aimed at the most complicated issues existing in the current aviation enterprises: political affairs and enterprise management are not strictly separated responsibility of property right is not definite, management mechanism of the state-owned assets is not smooth and management level is not high ,etc.
