Mutual interconnection is not a difficult problem Viewed from the technical aspect, but because it comes down to both sides' economic benefits, determinating the charge for interconnection restricts the realization of mutual interconnection. Therefore how to determine the interconnection charge becomes the key fact of successful mutual interconnection as well as the main investigation of the thesis. Viewed From the surroundings of developing communication industry, introducing competition is drawn more attention to for many nations' supervision organization nowadays. So mutual interconnection charge should hasten the competition which requests the charge for interconnection should be set down lower, on the other hand it should not lead the dominate operational enterprises to losing too much cost, let them not able to draw back the investment on network which might depress their enthusiasm of investing. Therefore we must adopt a reasonable method to establish the charge for mutual interconnection, to give attention to both sides' behalf. This thesis is divided into four main portions, which is as follows. Chapter 1: relating the issue of mutual interconnection. This chapter is mainly describe the essential conception of mutual interconnection, which includes the background of mutual interconnection, different descriptions of defining the mutual interconnection from all kinds of institutions and organizations, and also its signification, principle as well as content of mutual interconnection charge. Chapter 2: the supervision to mutual interconnection. This chapter analyses the necessity of mutual interconnection and the function of the supervisor, and our nation's mutual interconnection status and policies.Chapter 3: make certain the economic theory about connect fees. In this chapter we study the cost of mutual interconnection from the aspect of the economics, classify the mutual interconnection into simplex direction and double direction then analyze them respectively.Chapter 4: investigating on the methods of determinating the charge for mutual interconnection. In this chapter, through the ways of other nations' methods of establishing the charge for mutual interconnection, we analyze different methods of ways one by one and compare their advantage and disadvantage as well as their suitable conditions. These methods include effective element value principle, the way basing on the retail price to determinate the charge for mutual interconnection, complete apportioning cost way basing on the cost and the long-term increment way etc.
