It is expected that China’s elderly population will grow from 19.98 billion to 438 million in 2012-2020,and the proportion of aging will increase from 14.3%to 34.1%,making it one of the fastest growing countries in the world.The report summed up the aging of our population with large scale,the development is fast and other characteristics.The continued increase in the proportion of the elderly population has brought challenges to the existing old age service system.However,our old age service covers and even replaces the long-term care,and does not distinguish the nursing services according to the different needs of the elderly.Resulting in the improper policy,structural imbalance in old age services,"dislocation"phenomenon and so on.Making the long-term care of elderly population become more and more serious,especially the long-term care of disabled elderly population is to be solved.This article follows the logical thinking of "current situation problem-experience summary-solution path",arguing that China’s current institutional old age service development lags behind,lack of services supplement,management mechanism is not perfect and so on.Taking the Netherlands as an example,this paper studies the management system of its elderly long-term care service,analyzes the management mechanism of "regional care office" and "personal budget",summarizes its role and experience in realizing effective management and cost control.To starting the Long-term Care Insurance and its implications for China,make the old-age care system suitable for our country,we need to comprehensively understand the long-term care system and risk of the elderly.On this basis,we will arrange the arrangement of the old-age service through accurate policy positioning.Secondly,based on welfare pluralism,give full play to the advantages of the market,individuals and social organizations,and broaden the supply channels of the old-age service resources.Finally,we will ensure the efficient organization and utilization of social resources through establishing and perfecting the market competition mechanism.
