Today economic globalization is more and more deepening and to develop the domestic economy through utilization of foreign capitals is becoming every country's common consensus. Foreign capitals include foreign direct investment, international loan and international portfolio investment. All of the three are essential to the healthy growth of a country's economy, but the attitudes and the policies taken by the host countries especially the developing countries are varying. How to use the three forms of the foreign capitals coordinately? The dissertation explored the characters of the foreign capitals utilization of the East Asia countries and the Latin American countries and explained the reasons why they adopted the different forms of the foreign capitals and the effects brought to the host countries under the background of that time. Now China has been the largest country in attracting foreign capitals among the developing countries. To fully examine and adjust our country' strategy in utilization of foreign capitals has been an important topic that can't be ignored.The dissertation has been divided into four parts.The first part: introduction. To definite the basic concepts, differences and relations of the three forms of foreign capitals: foreign direct investment, international loan and international portfolio investment.The second part: the survey of the forms of foreign capitals used by east Asia and Latin American countries. This part has taken several representative countries in utilization of foreign capitals for example. Japan and South Korea are the successful countries in using foreign indirect investments. They have actively took use of international loan and international portfolio investment, thus they could take hold of their nation's economic authority and made their economy prosperous; however the Latin American countries were on the way to the twisted reform because of the heavy foreign loan.The third part: comparative analysis and conclusion. This part has evaluated the forms of foreign capitals used by East Asia and Latin American countries and the conclusion has been drawn on the basis of it. First, utilization of foreign capitals is essential to a country's economic development; Second, the effectiveness of utilization of the three forms of foreign capitals not only has relation with the world economic circumstances of that time but also with the development stage and level and the ability of digesting each form of foreign capitals of the host country; Third, hidden danger also exists in the utilization of foreign capitals.The fourth part: China's strategy. Through analyzing the characters of the international capitals flowing, the development and changes of the form of foreign capitals taken by China and the advantages and disadvantages of the three forms of foreign capitals, the dissertation has brought out the suggestions for China to take in using the foreign capitals forms: to gradually reduce the rate of the foreign direct investment, explore diversified channels of using foreign capitals, strengthen the utilization of international loan and international portfolio investment.
