| In recent years,the convenience of doing business has become an important index to measure the business environment.Liaoning Province to the reform of the commercial registration system as an important means to optimize the business environment,"one network,one door,one" reform has made a breakthrough.Under the background of "Internet and Government Services",the administrative examination and approval method has changed,and a new breakthrough has been made in the reform and exploration work marked by electronic business license.In this paper,the implementation of "electronic business license" in Liaoning Province as the research object,from the entire electronic registration and electronic business license application of the problems.Through the analysis,it is found that although Liaoning Province has made some progress and results in the implementation of "electronic business license",but in practice,there is still a poor user experience of the application software,has not yet achieved the full sense of "no approval",the applicant and the approval personnel’s adaptation enthusiasm is not high,the data barriers between government departments still exist,etc.,to find the root cause of the problem,summarized as the application software function is not perfect,the policy system is not guaranteed,the applicant and the approval personnel are not high motivation to use,Inter-departmental information sharing is not timely and other reasons.On this basis,drawing on some experience at home and abroad,combined with the actual work carried out in Liaoning Province,the targeted proposal to improve the functional construction of application software,establish and improve the safeguard mechanism,change the concept and clear responsibility,break the inter-departmental data barriers,etc.,and constantly deepen the process of re-engineering,build e-government culture,improve the level of network technology,explore and deepen the full electronic registration process,for Liaoning Province to fully implement the "e-business license" to lay the foundation. |
