As one of the fundamentals of a country, building industry play a critical role in fulfillment of China's social and economic strategy,harmonious development of economy and environment as well as improvement of people's living standard. The development and change of the building industry effects the China's economic .With in the stern competitive building market, China's enterprise have been faced the global competition which is surging day by day after China's entry into WTO. China's enterprise must work the developing strategy.The article is divided into five parts, among which chapter one briefly introduces the strategy management theory: development and evolvement. It is the basic theory of the article. Chapter two analyses environment of macroscopic, industry environment, opportunities and challenges. Chapter three analyses the internal factors like resources and competition of the enterprise. Chapter four is strategic analysis and selection and set up strategic targets and demonstrate selection of development tactics. Chapter five introduces implementation of strategies and essential countermeasure. Following the development strategy of huashi, elaborates schemes of functional mechanism regarding structural reform, enterprises culture, do better from international practice and strengthen resistance at the risk.The writer studied industry and civil building in university, have been engaged in building industry last ten years. I acted as an engineer, business manager, acted as vice-director in development department of huashi. I combine with my career, expect that the analysis done in this article should help huashi to guide its operational activities so that it developed powerful corporation step by step in the stern competitive market.
