Enterprise information construction is introduced to the top of the waves of the spring tide to the market by irreversible history -Information construction of enterprise is not benefit project but the existence projects of enterprises. But, among the process, the quality of MIS software is always one of bottlenecks in information-based course. Its effective settlement needs software organization adopting integrated application of a series of software engineering, process improvement technology and other project administrative skills.Based on software engineering theory and process improvement theory, some problems in the course of quality evaluation and quality control of MIS software are discussed in this paper. After deeply probing into software process improvement at the foundation of frame, one useful software process improvement model are structured for software organization and methods of software process improvement assessing based on this model and key factors and essential terms in course of implementing software process improvement are discussed as well as. To the question of MIS quality evaluation, this paper analyses in depth the factors of influencing MIS software quality based on McCall's software quality evaluation model. After the relation of software process and software quality has been analyzed, a model of MIS software quality evaluation is put forward from the usability, flexibility, maintainability, reusability and process characteristic. Then, a practical approach of software quality evaluation based on this model is given out which uses the network method of nerve and combines the associative memory model with the expert judge and fuzzy appraisal according to the gradient theory. And a program of this approach is compiled using C #. NET. Finally, an instance is put into the program to interpret this method. To the quality control question, this paper, started with analyzing user's software quality demand, probes into the control process of MIS software quality. The whole software quality control such as software quality demand, quality design, software test, etc. is described in the forms of software process network utilizing the characteristics that Petri networks describe to the process. A kind of feasible software quality control method is offered for the software organization through application of the process Petri network of software quality control.
