There is much opportunity of business in the course of solving environmental problems, for example, environmental insurance. The environmental liability insurance is one of the effectual methods to solve the compensations about environmental impairment. The liabilities insurance system of the environmental pollution can scatter about the risk, make the environmental indemnity duty of the business enterprise share with society, avoid the business enterprise bankruptcy foe a huge sum of compensation, at the same time, give the victim relief quickly and effectively. As a socialization system, environmental liability insurance, it plays a important role in shifting off risk, accelerating economic development and maintaining social stability. Facing the deteriorating environmental pollution and the increasing ideas about environmental protection for people, all mainly developed has established mature systems about the environmental liability insurance. And becoming the key method of solving the problem of environmental infringement compensation. On the other hand, with the rapidly increasing of the economic, problem of compensation for damage of environmental tort is serious; the market of demand for the environmental liability insurance is increasing. We should create environmental liability insurance that is in line with state systems of our country. It will play an important role in perfecting China's system of compensation for damage of environmental tort and in safeguarding the environmental right of citizens. Currently, the theories and practices about the system of environmental liability insurance are not efficient in China. This thesis will analyses the theory related and the present situation on environmental liability insurance, and demonstrates the causes of the development of the liabilities insurance system, the function, characteristics. This paper then introduces the developmental practice of environmental liability insurance in the west developed countries. By analyzing and comparing legislative model of environmental liability insurance, of westen countries. Then analyzing the present situation of Chinese insurance draw a conclusion that applying the environmental insurance is the demand not only for development of Chinese insurance, but also for risk mitigation of the enterprise. And the same time, some suggestions are made on it. In accordance with the current in our country, the following measures have been put forward: to establish a compulsory liabilities insurance system; to enlarge the scope of liabilities insurance; to reasonably ensure the insurance cost ratio; to reinforce the construction of an environment legal system; to improve the environmental law about the environmental liability insurance, and so on. China shall establish the insurance system of environmental infringement liabilities, and introduce the securitization of the disperse risks to disperse risks more effectively.
