According to the bureaucratic theory of analyzing foreign policy making, this dissertation holds that American policy-making to Taiwan is influenced by its domestic politics to a great extent. As the platform that mirrors the interaction of many political actors, Congress of the United States plays a key part in making decisions on Taiwan issue involved in domestic politics frequently. After the end of the Cold War, Congress evidently weighs more on the American diplomacy, particularly on Taiwan, in respect to the sophisticated Sino-U.S relations. Furthermore, Congress, the main uncertain powerful actor, exerts negative effect on the policy-making from time to time. The dissertation includes three parts:Part one presents the theoretical background with the focus on constitutional and political sources, followed by a historic conclusion and summary of relevant theories in reference to the rise and decline of power on the foreign policy between the President and Congress.Part Two discusses how and in what aspects Congress takes role in making decisions to Taiwan. This part, on the basis of congressional acts, resolutions, legislation procedures and the remarks from some members of Congress, expounds that the pro-Taiwan actions by Congress guide and influence the policy-making, which further constitute the main content and frame of the U.S. policy to Taiwan.Part Three explores the initiatives that Congress try to dominants the decision-making on Taiwan, which is the combined consequences of its long-term pro-Taiwan actions and the changes home and abroad in the wake of the end of Cold War. This is the core part of the thesis.On the basis of above analysis, the last paragraph serves as suggestion presentation for improvement of the lobby for a more friendly Congress to China.
