The Chinese foreign aid policy is a component of its policy towards the third world, serving its national interests. From 1950s to 1970s, the main content of Chinese third world policy was to support the national liberation movements. Influenced by the Chinese grand strategy, this policy took on the following three characteristics: anti-American imperialism, anti-American imperialism while anti-Soviet revisionism, and anti-Soviet hegemonism. The Chinese aid policy changed according to its third world policy. From 1950 to 1964, China offered aid not only to the North Korea and the North Vietnam invaded by the U.S., but also to the other countries carrying on anti-imperialism struggle. After 1965, in order to fight against the American imperialist policy and the Soviet revisionist policy of opposing the national liberation movements, China offered aid to almost all the countries struggling for the national independence. In the 1970s, China offered aid not only to the countries invaded or intervened by the Soviet Union, but also to the national liberation organizations which couldn't get aid from the Soviet Union. After 1980, changing with Chinese grand strategy, the main content of foreign aid policy changed to develop the South-South cooperation and the national economic construction.The Chinese foreign aid policy changed according to the development of its grand strategy, presenting the following characteristics: firstly, the Chinese motives of aiding other countries kept on changing. Secondly, the influence of internationalism was declining. Thirdly, the influence of national economic interests was increasing. Fourthly, the distribution of Chinese foreign aid kept on changing. Lastly, the means of Chinese foreign aid changed from military aid to economic aid and from bilateral aid to multilateral aid.
