The dissertation deals with Spain’s American foreign policy during the period from1939to1945from the Spain’s Policy in the World War II. The goal of Franco regime after the Spanish Civil War was to ensure the stability of the regime. Under this situation, economic reconstruction was the main task. Then, were the expansion to Africa in the case suitable, the expansion of Spanish influence in Latin America. From1939to1945, the American Policy of Spain served for this. From April1939to May1945, Spain has experienced a U.S. foreign policy following four stages:From April1939to September1939, from the Spanish Civil War to the World War II, in order to establish economic relations with the United States, obtain financial aid from the United States for the purpose of post-war economic reconstruction of Spain, Spain launched a series of activities. At first, Spain sought to the U.S. for cotton loans, because of this, Spain made some concessions on some matters proposed by the United States, finally she won the American loan, and built the economic ties.From September1939to June1940, the Spain’s neutrality, also was the transition of Spanish foreign policy to the United States. From the beginning, Spain wanted to strengthen the relations of economic and trade with the United States, expected the United States to give more support, then to close to Germany, Italy while kept at a distance from the United States. In preliminary stage, Spain still followed the pre-war policy of close economic and trade relations with the United States. With the change of situation in the battlefield, Spain began to intend to get what they want in the war, but the situation of the war was still uncertain, so, Spain has maintained relations with the U.S. and to appease the United States by repeating that she was in the strict neutral.From June1940to October1943, the Spanish "non-belligerent period," this period was the swing period of the Spanish U.S. Policy. Based on getting economic aid from the United State to maintain the normal work of economy, Spain closed the German and Italian in the appropriate time in order to enter the war; faced the failure of entering-war and the strong sanctions of the United States, Spain had to back to the road of develop economic relations with the United States. Finally, with the changs in the battlefield, Spain gradually began to return to "neutral", and closed to the United States.From January1944to May1945, it was the Spain "again neutral" stage. At this stage, the war situation was clear, so the Spanish Franco government began to fawn on the United States in order to ensure their continued existence in the post-war and the participation in the development of post-war world, even expressed the hope that as the American ally to join the war against Japan.In this period, Spain’s American policy was mainly to seek the support and aid from the United States, to establish close contacts with the United States, while kept cold relations with the United States in the politic.
