The trade conflicts between China and America had not abated with Chinese consecutive four times of purchase, which was mainly because that the institution of American trade policy would be affected by many political factors. This paper has introduced the characteristics of American trade policy in terms of decision-making and implementation, comprehensively analyzed the influence and rights of American congress, president, USTR, and ITC. In the meantime, it has also analyzed the interior and exterior conflicts in the decision-making and implementation of American trade policies so that we can solve the Sino-US trade conflicts basing on the political factors.
